The Landlord Road and the Subordinate Peasant Road to Capitalism in Latin America

Two roads to capitalist agriculture are distinguished: the landlord and the peasant. It is argued that the landlord path is predominant in Latin America although the transition to capitalist agriculture is not yet complete. Landlords traditionally owned most of the land but the production process within the hacienda system was mainly undertaken by tenants ( Grundherrschaft). Generally after the crisis of the 1930s the technical and social relations of production began to change as a result of the expansion of the market, the availability of new technologies and the emergence of a growing labour surplus. Landlords mechanized their estates and substituted wage labour for tenant labour centralizing the hacienda's production process by expanding the demesne (Gutswirtschaft). However, the capitalist transformation of the hacienda has not always been uniform, unilinear and successful. Factors such as ecological conditions, types of agricultural product, and the resistance of peasants have introduced variations, limited or even prevented the landlord path. In some cases the State through the implementation of an agrarian reform has attempted to develop a peasant path. Although these attempts have largely been unsuccessful they have introduced further complexities. The cases of Bolivia, Peru and Chile are examined so as to illustrate the variations and limitations in the landlord path.La voie de passage au capitalisme des grands propriétaires et des paysans dominés en Amérique latine. On peut distinguer dans le passage à l'agriculture capitaliste une voie paysanne et une voie des grands propriétaires. Bien que le processus ne soit pas encore achevé, l'auteur démontre que, en Amérique latine, c'est la voie empruntée par les grands propriétaires qui prédomine. Même si auparavant ces derniers possédaient la plupart des terres, le procès de production au sein de la hacienda n'en était pas moins essentiellement entre les mains des locataires (Grundherrschafl). De façon générale, après la crise des années 30, les relations sociales et techniques de production commencèrent à changer en raison de l'extension du marché, de l'apparition de technologies nouvelles et de la formation d'un excédent toujours croissant de main-d'œuvre. Les propriétaires mécanisèrent leurs domaines et remplacèrent les locataires par des travailleurs salariés, récupérant ainsi toutes les terres des haciendas dont ils centralisèrent la production (Gutivirtschaft). Cependant la transformation capitaliste de la hacienda ne s'est pas toujours faite de manière uniforme et unilinéaire, et n'a pas toujours été couronnée de succès. Des facteurs comme les conditions écologiques, le type de production et la résistance des paysans ont introduit des variations, l'ont limitée ou même empêchée. Dans certains cas l'État a cherché à imposer une voie paysanne par le biais d'une réforme agraire. Même si, dans une large mesure, ces tentatives ont échoué, elles ont rendu les choses plus complexes encore.
