In 1725 Emperor Charles VI instituted a government composed of three collateral councils. At first sight, this system resembles the institutional landscape left behind by King Charles II (the last of the Spanish Habsburg dynasty) in the Netherlands. Even though there is undeniably a certain measure of continuity between 1700 and 1725, the government at the latter end of this period experienced some fundamental changes, stemming from the numerous preceding government systems.
