La mafia russe en Europe : mythe ou réalité ? (Aspects criminologiques)

This work describes the penetration and assimilation of citizens of Russia in Europe. This process has acquired the traits of steadiness and is becoming less adverse. At the same time, representatives of the criminal world who want to expand their sphere of activity follow the process of enlargement of the scope of contacts in cultural and, above all, in business domain. It is important to understand that there is the Russian mafia and there is the organized underworld consisting of Russian-speaking representatives of the countries of the former Soviet Union. These criminal organizations may either cooperate or conflict with each other. But these are different types of organized criminality. The portion of Russian criminals in Europe is large, but it is not them who rank first. There is no single approach to definition of the Russian organized criminality, in spite of the fact that the notion in question is formally spelt out in the criminal statutes of the Russian Federation. The following features are distinguished with regard to the Russian organized criminality : international membership ; joining up based on the community principle and other. It is noted that officers of law enforcement agencies have underestimated the level of jeopardy that the Russian mafia constitutes and do not turn out to be prepared for its wide spread occurrence. In conclusion, the definition of the Russian mafia is given.Cet article traite de la pénétration et de l’assimilation des citoyens de la Russie en Europe. Ce processus a pris des traits de stabilité, et son caractère négatif devient de moins en moins prononcé. En même temps, suite au développement des contacts dans le domaine culturel et, surtout, dans le domaine entrepreneurial, ce sont les représentants du monde criminel qui viennent inévitablement s’implanter et qui cherchent également à élargir leur champ d’activité. Il est important de comprendre que la mafia «russe » existe, de même qu’existe la criminalité organisée des représentants russophones issus des pays de l’ancienne Union Soviétique. Ces organisations criminelles peuvent coopérer, mais aussi s’affronter. Ce sont deux types de criminalité organisée différents. La part des criminels issus de la Russie en Europe est considérable, mais ce ne sont pas eux qui occupent la première place. Il n’existe pas d’approche unique pour définir la criminalité russe organisée, bien que ce concept soit formalisé dans le Code pénal de la Fédération de Russie. Les particularités de la criminalité organisée russe sont notamment : sa composition internationale ; un regroupement selon le principe de compatriotisme. Les cadres des services chargés de l’ordre en Europe ont sous-estimé le caractère dangereux de la mafia «russe » et qu’ils ont été surpris par sa large prolifération.
