Between 1917 and 1928, official colonial discourse was dominated by repeated calls for « Franco-Annamese Collaboration ». This formula captured, in a phrase, the reformist track of colonial politics, an idea which the French presented to Vietnamese elites as the single road to a libéral evolution of the colony. By retracing the major lines of the construction of this policy, we underscore in this article the pivotal role played by Albert Sarraut, leading partisan of a policy of « collaboration », and his efforts to found and anchor constitutionally this policy in Indochina.
