La voie étroite des réformes coloniales et la « collaboration franco-annamite » (1917-1928)

Between 1917 and 1928, official colonial discourse was dominated by repeated calls for « Franco-Annamese Collaboration ». This formula captured, in a phrase, the reformist track of colonial politics, an idea which the French presented to Vietnamese elites as the single road to a libéral evolution of the colony. By retracing the major lines of the construction of this policy, we underscore in this article the pivotal role played by Albert Sarraut, leading partisan of a policy of « collaboration », and his efforts to found and anchor constitutionally this policy in Indochina. In the second half of our article, we explore the complicated impact these calls to a colonial Concord had on Vietnamese nationalists through an analysis of the Hueists positions of Phan Bôi Châu, based upon a number of newly unearthed documents. Phan Bôi Châu's attitude towards this policy of collaboration shows that the battle between reform and revolution in Indochina was more complicated than we have previously thought. As Nguyên An Ninh described the situation in 1926, « we still do not know to which side the victory will lean ». A lasting and lucid remark when one considers the second wind which the politics of collaboration would experience again in 1940...Les déclarations officielles concernant l'Indochine française furent dominées, surtout entre 1917 et 1928, par des appels répétés en faveur d'une « collaboration franco-annamite » censée symboliser l'essence réformiste de la politique coloniale et accréditer auprès des élites vietnamiennes l'idée qu'une évolution libérale de la colonie était en marche. En retraçant à grands traits la construction de cette croyance, nous soulignons dans cet article le rôle déterminant à long terme d'Albert Sarraut, véritable promoteur de la « collaboration » qu'il voulait constitutionnellement fonder et stabiliser en Indochine. Dans un second temps, nous mettons en relief l'impact complexe de ses incitations à la concorde coloniale sur les milieux nationalistes vietnamiens à partir d'une analyse des positions de huêtistes de Phan Bôi Châu que de nouveaux documents rendent possible. L'attitude de ce dernier révélera combien plus incertaine qu'on ne le croit était l'issue de la lutte engagée entre réforme et révolution en Indochine, situation bien saisie par Nguyên An Ninh déclarant en 1926 : « on ne sait pas encore de quel côté la victoire penchera ». Remarque durablement lucide, en un sens, vu le second souffle que connaîtra la collaboration en 1940...Larcher-Goscha Agathe.
