During the colonial period of Vietnamese history, the French administration had made great efforts to develop the country's agriculture. Very good results were recorded, particularly in the reinforcement of dikes in the North, the irrigation of unsufficiently water-supplied areas in the North and in the Center, in the drainage works in Cochinchina, and to certain extent by the development of new cultivations and the improvement of cultivation techniques. The rural mass, however, could not get much profit from these beneficial works.
