The population of Dakar, European an African, started growing rapidly and steadily from the time the French founded a post at the extreme end of the Cape Verde peninsula in 1857. During the second world war the impression of over-population made the authorities think of taking severe measures to stop the flow of immigration. Dakar was then composed of two towns : one so called European town but which still included several unhealthy small blocks of huts and shanties inhabited by Africans ; and the other, the Médina, which was created as a segregated village in 1914 when the plague broke out.
