In 1918, France requested of her African territories their greatest recruiting effort since the beginning of the war : 47.000 men from French West Africa and about ten thousand from French Equatorial Africa. Actually, the decision taken by Clemenceau, on December 17th 1917, concerned all the French colonies and aimed at finding a solution to the desperate lack of manpower facing France at the end of 1917. It materialized, upon the advice of General Mangin, inspite of the meagre credit done by High Command to the military value of African troops and inspite of the promise made by the former Cabinet to Governor General Van Vollenhoven.
