Despite the rhetoric of successive governments in England to engage all students with their learning there has been a substantial increase in suspensions and permanent exclusions from secondary schools since the early 2000s. This removal of students from school is particularly high among underperforming students, most of whom come from low-income families. These concerns, amplified by well-being and mental health issues related to the lockdowns caused by the Covid-19 pandemic, accelerated government calls for new and innovative approaches to re-engage students with education.
