This article tackles three aspects of Catherine the Great’s language policies. The empress was of the opinion that the Russian sovereign should incarnate the nation’s language. This is explicitly expressed by Catherine in her book, «Notes on Russian history » . As a German who had to learn Russian, Catherine was particularly sensitive to issues surrounding foreign language learning. She eventually made foreign languages one of the components of her educational system training the new citizens of an Enlightened State . At the end of her reign, the anonymous publication of what was called «Book in four languages, » and which included writings by the empress, leads us to believe that the Book was probably commissioned ( ?) by the Empress.
