Agricultura familiar no Ceará: uma análise para as regiões de planejamento a partir dos dados do censo agropecuário de 2017

The text presents an analyze about family farming within the state of Ceará, taking into consideration its planning regions. The core objective is to present the main traits of family farming in the state, watching the profiles of the farmers and the rural establishments. The adopted methodology originates from a descriptive and explanatory approach of Ceará’s rural space regarding the profile of the farmers and the rural establishments. The data were collected in secondary sources with emphasis on the agricultural census of 2017. Regarding the data’s treatment, these were tabulated and presented in tables and graphs, having been analyzed afterwards. The main results indicate that family farming has high representativeness relating to the number of establishments, however, faces big limitations for its fortification, with emphasis to the low technology access and the lack of proper economic infrastructure, reflecting in the low work productivity, credit restrictions, insufficient technic support and in low added-value products, among other aspects. In this sense, the set of public policies for the fortification of family farming didn’t eliminate the main limiting factors to the development and fortification of the sector in the state, keeping a relative homogeneity inn relation to its planning regions.O texto apresenta uma análise sobre a agricultura familiar no estado do Ceará, considerando as regiões de planejamento. O objetivo central é apresentar as principais características da agricultura familiar no estado, observando o perfil dos agricultores e estabelecimentos. A metodologia adotada parte de uma abordagem descritiva e explicativa do espaço rural cearense no tocante ao perfil dos agricultores e dos estabelecimentos rurais. Os dados foram coletados em fontes secundárias, com destaque para o Censo Agropecuário de 2017. Em relação ao tratamento dos dados, esses foram tabulados e apresentados em tabelas e gráficos e posteriormente analisados. Os principais resultados indicam que a agricultura familiar tem uma elevada representatividade em relação ao número de estabelecimentos, contudo enfrenta grandes limitações para o seu fortalecimento, com destaque para o baixo acesso à tecnologia e para a ausência de infraestrutura econômica adequada, refletindo na baixa produtividade do trabalho, restrição de crédito, suporte técnico insuficiente e baixo valor agregado aos produtos, dentre outros aspectos. Nesse sentido, o conjunto das políticas públicas para o fortalecimento da agricultura familiar não eliminou os principais fatores limitantes ao desenvolvimento e fortalecimento do setor no estado, mantendo uma relativa homogeneidade em relação às suas regiões de planejamento
