This study aims to determine the practicality of developing valid and practical high order thinking skills (HOTS)-based assessment instruments for assessing the knowledge of fifth grade elementary school students on IPS Theme 6 content. This type of research is development research. The development research model used is 4-D development namely define, design, development and disseminate. At the practicality stage, the HOTS-based assessment instrument was tested on 26 students in class V SD and 1 teacher in class V SD. Based on the results of practicality, it shows that the HOTS-based cognitive assessment instrument on IPS Theme 6 Sub-theme 3 class V SD content developed is very practical for use by teachers and students with a practicality ...
