Reducing « adverse debt » : a few suggestions In France, the fact that consumer credit is not available to some categories of households is the result of regulations which were designed to protect consumers and which placed too much focus on avoiding excessive debt. This state of affairs has an impact on economic growth capacities. Comparisons with other European countries point to making this type of credit available to the population as a whole, in suitable forms and using appropriate mechanisms, subject to a reform of current regulations.
