El Estado fiscal-militar de Carlos III: un debate en construcción

The aim of this paper is to analyze the recent historiographical debate referred to Charles III’s Fiscal - Military State. A new concept has reached prominence as an explicative model to understand the logics of functioning of the State of Spain in the second half of eighteenth century. The so-called “Fiscal – Military State” is a category that captures the links between the military power and the fiscal and commercial economic relationships. The paper is divided in three parts. The first one analyzes the debate concerning to war funding over administrative expenses and the thesis that states the militaristic nature of Charles III government and its negative consequences on the development and structuration of the State of Spain. The second one studies the concept of “Fiscal – Military State” and the way it was introduced in the discussions of English historiography as an explicative model to understand the Spanish case. Finally, the third part of the paper poses a reflection about the importance to include the analysis of war and economy in the research of Fiscal – Military State, as well as the urgency to pain attention to the role of American case in that process. as well as the urgency to pain attention to the role of American case in that process.Este trabajo analiza el nuevo debate que ha surgido en la historiografía alrededor del Estado de Carlos III. Un nuevo concepto empieza a tomar fuerza para explicar las lógicas con las que funcionó el estado español durante la segunda mitad del siglo XVIII. El llamado “Estado Fiscal Militar” es una categoría que integra la relación existente entre poderío militar y relaciones económicas de carácter fiscal y comercial. El artículo está dividido en cuatro partes. En la primera, se analiza la manera en que se ha debatido el gasto bélico sobre el gasto administrativo, afirmando que el estado de Carlos III tuvo un carácter belicista que impidió su desarrollo y adecuada estructuración. En segunda instancia, analizamos a profundidad el concepto de Estado Fiscal Militar, la manera en la que surgió en la historiografía inglesa y cómo se ha venido retomando recientemente para analizar el caso español. Posteriormente, se menciona la postura al otro lado del debate, donde se afirma que el caso español no puede ser considerado un Estado Fiscal Militar, siendo mucho más débil y  con menor posibilidad económica de movilizar recursos y tropas en pro de los objetivos imperiales. Finalmente, termina con una reflexión sobre lo importante y necesario que es incluir la guerra, de la mano con la economía en los nuevos estudios sobre el Estado Fiscal Militar, llamando la atención para incluir el continente americano en la elaboración de dicho concepto
