Municipal dynamism and urban growth : Grand-Quevilly (France, Haute-Normandie). Grand-Quevilly, an industrial commune in the suburbs of Rouen, illustrates the limitations of municipal autonomy. Since 1950, the municipality of Grand-Quevilly has been engaged in a policy of growth and development made possible by healthy financial resources, but has proved unable to match the growth of housing with that of employment, or to palliate governmental failures. As its dormitory function develops, the burden of taxation and debt is bound to increase.
