Nearly all the cities have today a computing system, which they use for management or in public works. But the 29 000 municipalities with less than 1 000 inhabitants are still massively deprived of this technology. Local administration's computing has been pushed forward by equipment manufacturers and software houses. Central state has done little more than developping and circulating some selection methods. Mayors associations, «départements» and regional bureaucraties become more and more involved. Municipalities prefer having their own independent system, though they endure then the problems of organizing them and getting the adequate staff.
