Foreign Labour in a Context of Unemployment. During the years of economic growth, France had a taylorist organization of production, which used a great number of non skilled and low paid workers, a great proportion of them being foreigners. Immigrants were recruited for jobs deserted by nationals. The decision taken in 1974 to stop immigration of workers opened a new era for foreign workers. At the end of the second world war, the foreign population was mostly made up of workers; today the majority of foreigners belong to the non working population.
