La Conquête de la monnaie. Pouvoir et sapèques de cuivre au début de la période pré-moderne

Compared to others Japanese medieval periods, the Tokugawa shogunate proves completely different in the matter of politics concerning money. Japanese State-produced coins existed in Ancient Japan until Xth Century but vanished with the coming of medieval times. Since then the warrior regime rather used to import chinese copper currency than producing its own regardless of the huge development of trade and exchanges that once might take place. The use of these imported copper coins from China lasted until Edo period at the beginning of seventeenth century. The new shogunate was still casting gold and silver currencies and it is only about 30 years after the beginning of the new regime that the Tokugawas began to mass-produce also new types of copper coins. As a. sine qua non It was felt necessary above anything by the authorities to stop the use of old copper Chinese coins in the archipelago in order to ensure the new currency's launching, and to reach its goal the government had then to face and solve many problems. The shogunate first had to prevent the old habit, coming deep from Sengogu period's money crisis state, of copper coins qualitative selection. To establish new standards or coins, central authorities had to unify coins value at a whole territory scale. As gold and silver coins became mass-produced in the beginning of XVIIth Century, older copper coins of medieval times lost their value. For the new shogunate, it was then a great deal to control and remove copper coins, which were overwhelmingly used in the traffic between Japan and the mainland. By the production of gold and silver coins, by the creation or a new copper coin, the Tokugawas assumed their supremacy in Japan, controlling a tri-metallic system, achieving complete autonomy toward China, and at the same time, imposing their will to other lords as the unique power able to control money in the archipelago.En lançant dès son avènement les premières fontes massives de monnaies en métaux précieux depuis le Xème siècle, la dynastie des Tokugawa se démarquait nettement des régimes guerriers médiévaux. Car ceux-ci n'éprouvèrent jamais le besoin de produire et d'imposer leur propre numéraire, et si le Moyen-Age japonais connut malgré tout un incontestable développement de l'usage de la monnaie métallique, ce fut essentiellement grâce aux importations de pièces de cuivre chinoises. L'usage de ces sapèques chinoises persista au début XVIIeme siècle, mais la fonte officielle d'espèces en cuivre au Japon ne fut entreprise que plus d'une trentaine d'années après la création de nouvelles monnaies d or et d'argent. Les Tokugawa durent en effet d'abord juguler les désordres hérités de la fin du Moyen-Âge qui perturbaient la circulation du numéraire de cuivre. Il leur fallut en particulier combattre les pratiques de tri entre « bonnes » et « mauvaises » pièces afin d'unifier l'usage et la valeur des sapèques dans l'ensemble de l'archipel. Bien que la monnaie de cuivre ait été dévalorisée par l'apparition des métaux précieux, sa prise de contrôle revêtait toujours une signification stratégique de première importance pour les Tokugawa, en particulier a cause de son usage persistant sur les voies de communication. La création d'une sapèque japonaise parachevait la conquête du cuivre par le régime d'Edo, en consacrant l'émancipation de l'influence monétaire chinoise et en imposant définitivement aux grandes maisons guerrières de l'archipel la « monnaie souveraine » du shogun.Carré Guillaume.
