Freedom, Solidarity and Participation in the Democratic Welfare State The welfare state principle is both a state objective and a mandate for legislation. In fulfilling this mandate, the parliament has a wide scope of action, which is not least influenced by different political concepts of “justice”. Although individual freedom is guaranteed by the Constitution, the welfare state is not only authorised but also obliged to restrict individual rights in order to protect those who are not able to make ends meet or to protect themselves in case of social risks.
