East-Timor, a former Portuguese colony annexed by the Indonesian army in 1976, was in the headlines in August 1999 during the referendum organised under the aegis of the United Nations, where more than 78% of the population voted for independence. Although presented as a "first" in the history of the country, this event was not without precedent, since a number of elections have been staged since the 1930's. However, the first real popular participation took place only in the 1970's, when UDT and Fretilin, the two leading parties, gained the majority of seats in municipal elections.
