This thesis investigates two key opportunities to supplement the rising public expenditure on public goods: impact investment and charitable giving. Impact investment involves further investment by non-government actors through innovative financing mechanisms. Charitable giving involves voluntary contributions to public goods. Both opportunities seek to leverage the motives of non-government actors in generating positive societal impacts
