Algérie : la déconstruction d'un tissu industriel

Until the early 1980's, the development of industries through the investments of oil-producing agent of the social and territorial disparities ; these objectives being mainly achieved. The orientation of petrol, gas and industrial production towards outside markets, which demands heavy investments is for this same reason a factor which aggravates the exterior debt, then the repercussions off the oil crisis in 1986 has determined, with the use of productive capacities, a setback in production, a stagnation and then a regression in employment. The adjustment imposed, them wished and asked for by the state, has through privatization, recently implicated the involvement of international capital which is sometimes already great ; in a context of treats and terrorist actions, it tends too operate a malthsian selection of the industrial system, to bring the production structurally to a minimal level, to precipitate the cutbacks in the labour force, and thus make the social crisis last.Jusqu'au début des années 1980, le développement de l'industrie par l'investissement des profits pétroliers, fut conçu comme un instrument de satisfaction des besoins nationaux et de réduction des disparités sociales et territoriales, objectifs alors en grande partie atteints. L'orientation de la production pétrolière, gazière et industrielle vers les marchés extérieurs, exigeante en investissements lourds et par là même facteur d'aggravation de la dette extérieure, puis le contre-choc pétrolier de 1986, ont déterminé sous utilisation des capacités productives, recul de la production, stagnation puis régression de l'emploi. L'ajustement imposé puis souhaité et sollicité par les pouvoirs publics implique depuis peu, à travers la privatisation, la participation parfois déjà majoritaire du capital international ; il tend, dans un contexte de menaces et d'actions terroristes, à opérer un tri malthusien de l'appareil industriel, à plafonner structurellement la production à un niveau minimal, à précipiter le «dégraissage» de la main-d'œuvre, et à faire perdurer ainsi la crise sociale.Prenant André, Semmoud Bouziane.
