The governments in Japan are developing new policy coordination system for securing the unified and proper activities of their organizations. In this paper, the new policy coordination system of the governments is surveyed in the first place. To the second, the concept of coordination in the administrative management theory or the policy making process theory is surveyed. It points out that the new policy coordination system is in the interval of both theories' concerns. To the third, the policy coordination is considered anew and it is shown clearly that the present policy coordination system has a limit. The importance of sociality in the policy coordination is pointed out. Finally, in order to build a new system, it suggests that policy coordination system should be converted for a plus sum game from a zero sum game
