The French authorities seem te be losing interest in the sea and its professionals. Apparently they are only capable of responding to the difficulties of fishing, shipbuilding and the merchant navy by peripheral measures. Though France has considerable sea environment, it cast a landsman 's eye on it. There is nothing new about this situation : reading the work of such great geographers as E. Reclus and P. Vidal de la Blache reveals that this mode of representation has taken root in geography since late nineteenth century.
