Network operators are investigating new methods to mitigate congestions. Utilising flexibility, for example through a flexibility market, is considered an affordable method, among others. This paper introduces a decision-makingprocess enabling the network operators to unlock the necessary flexibility for congestion management in an operational environment. This model relates the cost of an overloading and the financial risk of a blackout to the price a distribution system operator is willing to pay for flexibility.<br/
