Are there shortcuts from monopoly to full competition? Lessons from the telecommunications sector in the Baltic countries A new European regulatory framework for electronic communications came into force in July 2003. The Baltic countries should have adopted it when they were admitted into the EU. The main objective of this framework is the rapprochement of sectorial regulations with general competition law. Estonia's telecommunications market was liberalized in January 2001, but those in Latvia and Lithuania were opened to competition in January 2003 only.
