By using the concept of rule, we can distinguish several local employment situations in Eastern Europe depending on wether we focus on the fact that a Western employer imposes inevitable changes in restructured firms or that, in the absence of outside control, conflicting interest renegociate former compromises. In the first case, a frequent one in Eastern Germany, the contracts established within restructured firms have strictly respected Western norms and standards whereas, outside such firms, innovations have taken place by reinvesting resources in new institutions (Beschaftigungsgesell- schafi).
