Les aménagements du système de planification en U.R.S.S. sous Andropov et Černenko

Developments in the Soviet planning system under Andropov and Chernenko. For many Western observers, the « reform » of 1965 was seen in the context of measures aimed at a greater degree of autonomy for enterprises in relation to the centralized planning system, an approach to a form of market socialism. In fact, there was another aspect to the « reform », little noticed by these same observers, in other words the straightforward rehabilitation of the economic ministries which were typical of Stalinist planning (economic administration by « branch ») which had been abolished under Khrushchev in favour of the sovnarkhoz (economic administration by region). The weight of centralized administration was to be further reinforced by the setting-up of industrial associations, consisting of a number of enterprises, which to some extent replaced the old « glavki » (general sectoral administration). In addition, the number of indicators laid down in the plan was increased, there was strict supervision of non-centralized investment funds and their use, so that, by the time of Brezhnev's death, the entreprise had lost even more of its autonomy. Andropov, on coming to power, recognized the precarious state of the Soviet economy, and proposed an « experiment ». What this unassuming title conceals is in fact a tighter grip over the economy from the centre, it is no longer simply a question of experimenting with administrative mechanisms, of choices as between centralization/ decentralization, but of going to the root of the problem, in other words the individual. Chernenko is carrying on the work of Andropov in « recollectivizing » production and, by extention, « homo sovieticus ».La « réforme » de 1965 était apparue, pour beaucoup d'observateurs occidentaux, au travers des mesures concernant une plus grande autonomie de l'entreprise par rapport au système administratif de planification centralisée, le prémice à un socialisme de marché. En fait, la « réforme » comportait un autre aspect, peu remarqué par ces même observateurs, qui était la pure et simple réhabilitation des Ministères économiques, typiques de la planification stalinienne (gestion économique par « branche »), et qui avait été abolis par KhruScev au profit des sovnarkhoz (gestion économique régionale). Le poids de cette gestion centralisée sera renforcé par la création des Unions industrielles, qui regroupent plusieurs entreprises, et remplaceront en quelque sorte les anciens glavki (directions sectorielles générales). En outre, le nombre des indices imposés par le plan seront renforcés, l'emploi et les fonds d'investissement décentralisés sévèrement contrôlés, faisant qu'à la mort de Brejnev l'entreprise aura encore perdu de son autonomie. Andropov, à son avènement, prend en compte la situation critique de l'économie soviétique et proposera une « expérience ». Sous cette appellation modeste, on assiste en réalité à une véritable reprise en main de l'économie ; il ne s'agira plus seulement de jouer l'alternative entre centralisation/décentralisation, mais de prendre le problème à sa base, c'est-à-dire l'individu.
