Planification impérative, régulation financière, « grandes orientations » et campagnes

Directive planning, financial regulation, « general expectation », campaigns. In the socialist planned economies of our days — both in the traditional ones with directive planning and in the systems after the Hungarian and Yugoslav reforms — there equally exist (though, naturally, in varying proportions) hierarchical command relations and more or less restricted, distorted commodity (market) and monetary relations. Owing to its immanent properties, directive control is uncertain from the outset, in the sense that a part of the instructions issued is never carried out (e.g. because there are contradictions between them, etc.). In lack of a strict profitability coercion also the efforts of enterprises at satisfying solvent demand through profitable production are uncertain, even in the systems after the Hungarian and Yugoslav reforms. The latter also involves that the instruments available to the central control of the economy and related to the commodity and money relations — price and financial control — are also of uncertain impact : economic activities react slowly and in an uncertain manner on changes in the financial regulators. Owing to this uncertainty these formal instruments of control are complemented by « general expectations », rules of behaviour continually reiterated by the control bodies, the press, etc., which point out how important it is to fulfil and overfulfil individual plan indicators, to observe the financial rules of management, further, what other commitments the enterprises have in addition to implementing the formal plan tasks and observing the rules. Behaviour conforming to the « general expectations » is secured by sanctions. The basic objective of the article is to outline the mechanism of the « general expectations », with particular emphasis on the analysis of the changing priority tasks — e.g. those related to the forced boosting of exports or, on other occasions, fast increase of investments and the related « campaigns ».Dans les économies socialistes existantes — qu'elles soient traditionnelles et centralement planifiées ou qu'il s'agisse des systèmes postérieurs aux réformes hongroise et yougoslave — des relations hiérarchico-impératives se manifestent ainsi que des relations monétaires-marchandes, plus ou moins distordues. Compte tenu de ses traits inhérents, la régulation centralisée est incertaine dès le début, en ce sens qu'une partie des instructions données ne sont jamais observées (parce qu'elles sont contradictoires par exemple, etc.). Faute d'une stricte contrainte de profitabilité, les tentatives des entreprises de satisfaire la demande solvable sont également incertaines, même dans les systèmes yougoslave et hongrois réformés. Les instruments dont disposent les dirigeants de l'économie en ce qui concerne les relations monétaires-marchandes — régulation des prix et des flux financiers — ont eux aussi un effet incertain : l'économie réagit avec lenteur et d'une manière incertaine aux régulateurs financiers. C'est pourquoi, ces instruments formels de régulation sont complétés par de « grandes orientations », des règles de comportement que les organes de régulation, la presse, etc., répètent à longueur d'année, insistant sur l'importance de la réalisation et du dépassement du plan, de l'observation des règles financières et de toute autre mission qui a été confiée à l'entreprise. La conformité de son comportement aux « grandes orientations » est assurée par des sanctions. Le principal objectif de cet article est de décrire les mécanismes des « grandes orientations » en insistant particulièrement sur l'évolution de l'ordre de priorité des tâches : par exemple, accroissement forcé des exportations ou, à d'autres occasions, hausse rapide des investissements, qui font successivement l'objet de « campagnes ».Soos Károly Attila.
