L'économie cubaine sous l'angle de la Comptabilité Nationale

The Cuban economy as reflected in the National Accounts Given the fundamental differences between the national accounting systems of socialist countries and the market economies, it is imperative to begin by identifying the differences between the two concepts. Indeed, an uninformed western reader, learning that service activities are not generally considered by the socialist countries as productive will scarcely be reassured when he learns that the customary western distinction between sectors and branches has no validity in a system such as Cuba's. On these, and the following points, the author of the present article endeavours to explain the distinctions, while at the same time analysing their origins. There is still the imperative need to identify points of contact between the two systems, otherwise any comparison would remain abstract, hence illusory. It is for this reason that the second section of the article delineates precisely the limits of production, in the Cuban example, before going on to an assessment of the modes of evaluation within the sphere of production. Thus the necessary statistical analyses are the result of successive adjustments. The first two sections, again, show that the differences between the systems (and therefore the conversions that are required) are in no way essentially the outcome of doctrinal attitudes, but are rather the product of economic circumstances, and above all of the interpretation of economic needs, within the context of the two groups of countries. The practical application of the analyses which are carried out, and the facts which are established, of necessity result in large-scale aggregations of data, without however endangering the orders of magnitude which have emerged. Study of the Cuban national accounts does indeed make it possible to place the country's economy in the international context, where its position turns out to be less uncertain than might be supposed from a reading of other studies on the subject. This positive statement does not, however, discount present predicaments, which have to do with poor sugar harvests, and the collapse of the dollar, which is an important accounting currency.A la lumière des différences fondamentales entre les systèmes comptables nationaux des pays socialistes et des pays à économie de marché, il est impératif de relever d'abord les divergences entre les concepts. En effet, le lecteur occidental non averti, qui apprend que les activités de services ne sont généralement pas considérées comme étant productives par les systèmes des pays socialistes, ne sera guère réconforté en apprenant que la distinction habituelle à l'Ouest entre secteurs et branches n'a pas de raison d'être dans un système comme celui de Cuba. Sur ces points et les suivants, l'auteur de cet article s'est donc efforcé d'exposer les distinctions, tout en analysant leurs origines. Or, il reste l'impérieuse nécessité de trouver des passerelles entre les systèmes, puisque sans elles toute comparaison resterait illusoire, parce qu'abstraite. C'est pourquoi la deuxième section de l'article retrace précisément les limites de la production pour le cas cubain, avant d'approfondir les modalités d'évaluation à l'intérieur de la sphère productive. Ainsi, les ajustements requis résultent progressivement des juxtapositions opérées. Les deux premières sections démontrent par ailleurs que les différences entre les systèmes (et donc les conversions requises) ne sont point essentiellement imputables à des volontés doctrinales ; elles sont plutôt le fruit des situations économiques et surtout de l'interprétation des besoins, au plan des deux groupes de pays. L'application pratique des analyses effectuées et des faits établis recourt obligatoirement à des agrégations importantes, sans que ceci porte néanmoins atteinte aux ordres de grandeur dégagés. L'étude de la Comptabilité Nationale cubaine permet en effet de situer l'économie du pays dans le contexte international, où sa place s'avère moins précaire que ce que l'on pourrait croire à la lecture d'autres études. Cette constatation positive ne saurait effacer les problèmes conjoncturels actuels, dûs à des récoltes sucrières médiocres et à l'effondrement du dollar, importante devise de facturation.Galavielle Christine.
