Observations sur l'économie agricole de la Bulgarie

Observations on the Agricultural Economy of Bulgaria. This article reports on the activities of a research team on a two weeks mission to study the problem of agricultural development in Bulgaria, despite the fact that the information it was possible to collect was not altogether homogenous. The first part concerns the structural transformations in Bulgarian agriculture, which have succeeded one another rapidly since 1959. A brief historical reminder brings us to the reform of 1976, marked by the tendency to reinforce vertical integration, together with profound economic changes in the relations between diverse groups of the National Agro- industrial Complex, created in 1976 and under the supervision of the Ministry of Agriculture (and agricultural industries). The author presents the principal elements of this organism which is made up of agro-industrial complexes, agro-industrial scientific associations, scientific complexes, production groups etc. He then analyses their functions and activities. Following this he turns to some of the broader aspects of Bulgarian agriculture such as the demographic problems surrounding the agricultural population and the procurement of manpower for agriculture and the planning problems which stem from the localization of productions, the payment of rents, the choices of production, husbandry, etc. In conclusion, the author analyses the contribution of the agricultural sector as a whole to the growth of the national economy. Should pressure be brought to bear on agriculture or should it receive more effective financing ? What improvements are necessary in wages ? He suggests that gains could be made if structures were more flexible and questions the predominant role attributed to economists in decision-making governing agricultural matters.L'article rend compte d'une mission de quinze jours en Bulgarie consacrée à l'étude du problème du développement agricole bulgare, encore que les renseignements recueillis soient assez hétérogènes. La première partie concerne les transformations structurelles de l'agriculture bulgare, qui se sont succédées à un rythme rapide depuis 1959. Un bref rappel historique aboutit à la réforme de 1976, qui marque le renforcement des tendances à l'intégration verticale mais aussi de profonds changements économiques dans les relations entre les diverses parties du Complexe national agro-industriel, organisme créé en 1976 et qui s'identifie au Ministère de l'agriculture (et des industries agricoles). L'auteur en présente les principaux éléments (complexes agro-industriels et leurs échelons subordonnés, complexes industriels-agricoles, associations scientifiques agro-industrielles, complexes scientifiques et de production, etc.) dont il analyse les fonctions et l'activité. la seconde partie est consacrée à quelques problèmes globaux de l'agriculture bulgare : démographie, population agricole et emploi dans l'agriculture ; localisation des productions et récupération de rentes ; orientation de la production agricole ; cas particulier des productions animales. En conclusion l'auteur s'interroge sur le rôle global du secteur agricole dans la croissance économique générale (faut-il pressurer l'agriculture ou la financer ?), sur l'amélioration des revenus agricoles, sur les tendances vers des structures moins hiérarchisées et sur le rôle accru des économistes dans les prises de décisions en matière agricole.Bergmann Denis.
