Recent Changes in Industrial Structure and Their Impact on the Export Potential of CMEA Countries in East-West Trade. The heavy import of foreign technology and capital during the first half of the 1970's was expected to contribute to the modernization and restructuring of the economies of the CMEA countries which would, in turn, increase overall productivity and expand their export potential. However, all those improvements were undertaken "from above" by the central planners in accordance with their understanding of the needs and possibilities, with distorded price and cost structures, without a significant increase in decentralization and improved flexibility of the production and foreign trade enterprises.
