The People Democratic Republic of Korea. An analysis of the second seven year plan (1978-1984) and the situation in North Korea in 1977. Following an adjustment period in 1976 and 1977, the Popular Democratic Republic of Korea has made known the general outlines of its new plan for economic development for the period 1978-1984. The head of the government, promoted to this rank in December in 1977 and presented as a specialist of economic problems revealed the general quantitative and qualitative orientations of the seven year plan before the new Supreme Popular Assembly on December 16, 1977. A first analysis of the data made public indicate a re-orientation of the quantitative norms when compared with preceding official declarations. This seems to confirm the opinion generally held by western observers concerning the economic situation in North Korea. The publication of these general orientations for the seven year plan should be viewed in the general context of the country. The events of 1977 testify to political upheaval, springing from the preponderant role which has been played for the last two or three years by the son of President Kim Il-sông. Unconfirmed rumors of an attempt on the life of this eventual successor in September 1977 have given rise to added uncertainty for the future of the country.Après une phase d'ajustement en 1976 et 1977, la République Populaire Démocratique de Corée (R.P.D.C.) a fait connaître les grandes lignes d'un nouveau plan de développement économique couvrant la période 1978-1984. Le chef du gouvernement, promu à ce poste en décembre 1977 et présenté comme un spécialiste des problèmes économiques, a révélé les grandes orientations quantitatives et qualitatives du plan septennal devant la nouvelle Assemblée populaire suprême le 16 décembre 1977. Une première analyse des données rendues publiques dénote une ré-orientation des normes quantitatives par rapport aux déclarations officielles précédentes. Ce fait semble de nature à confirmer les hypothèses généralement retenues par les observateurs occidentaux sur la situation économique en R.P.D.C. La publication des grandes orientations du plan septennal 1978-1984 doit être replacée dans le contexte général du pays. Dans cette perspective, les événements de l'année 1977 témoignent des remous politiques nés de l'affirmation du rôle prépondérant, depuis deux à trois ans, du fils du président Kim Il-sông. L'existence (non confirmée) d'un attentat en septembre 1977 contre ce successeur éventuel laisse désormais planer une incertitude supplémentaire sur le devenir du pays.Brillouet Alain.
