CLAUDE DURAND This article deals with the modes of state intervention in socialist enterprises during the first years of the ongoing economic reforms. State intervention in the export policy of firms, in technical investment processes and in growth decisions is studied for the garment industries in Bulgaria and Hungary and for the mechanics and telecommunication industries in Bulgaria. During the period studied, we see a wide diffusion of power scattered between multiple institutions with poor coordination.
