Fifteen years of U. S. Homeless Policy, Research, and Advocacy in response to growth and change in the homeless population This paper describes the interaction of changes in the homeless population, homeless advocacy, research, and policy since 1980 in the USA. The first estimates, in 1984, of the number of homeless people on a given night, raised violent controversies. Research then focused on gaining better knowledge of the characteristics of homeless people, and then on the extent of homelessness over the length of a year or longer, which revealed the extent of the population affected. The follow-up of homeless people over an extended period of time brings in light the complexity of their careers and the difficulties involved in leaving...
