The Grievor was the senior officer of duty in a correctional institute when a small fire broke out in one of the prisoners\u27 areas. In the confusion of extinguishing the fire, doors were left open and four prisoners escaped, injuring the Grievor in the process. The Employer suspended the Grievor for one shift without pay as discipline for disregard of procedures due to carelessness or error of judgement resulting in the escape of prisoners. The Union alleges the discipline is without just cause and requests the suspension be removed without loss of pay. In addition, the Union claims the Employer delayed too long in imposing the suspension and this requires the suspension be nullified
