In the «eighties», many countries reformed the framework of their telecommunications' regulation. The question is : how to define and to reach the economical balance of telecommunications networks, since technology and demand made them multiservices ? Government 's action is changing : it cannot be anymore the convergence place of actors' interests of the system ; more especially as international constraint is growing. Does that mean that politicians are about to surrender global networks management ?
