Between freedom and regulation : a study of creativity in highly regulated environments

In the renaissance city report 2.0 of the “Ministry of Information, Communication and the Arts” the vision for Singapore is stated as being "ranked among the top 10 countries in the Global Competitiveness Rankings for design-related categories, to be recognised as a global media city and to be seen as an innovative and multi-talented global city for arts and culture by 2012.” It is often claimed that creativity cannot prosper in restricted environments such as Singapore.
