Migration and Integration: The State of GermanyIncreased immigration of skilled workers and the improved integration of people with migrant backgrounds can help to address the demographic change in Germany. However, during the last decade, the number of migrants to Germany declined and, only in the last two years, it has risen again. Germany has also experienced difficulties in integrating those with migrant backgrounds into the labour market and society, more generally. Even if the skill level is the same, the labour-force participation rate for immigrants is lower than it is for non-immigrants. Moreover, immigrant children, on average, reach a significantly lower level of education attainment than children without a migrant background. To respond to demographic change effectively, immigration has to be increased and emigration has to be decreased, access to the labour market for immigrants has to be eased and their level of education has to be improved
