The Tension Between Intra- And Intergenerational Solidarity in Pay-As-You-Go-Financed Health and Long-term Care Insurance The financial challenges of the statutory health insurance and the social long-term care insurance are often discussed in the context of solidarity in science and politics. Although solidarity is a legally binding guiding principle of both social insurance branches, there is no clear definition of the term. However, the existing literature makes it clear that the concept of solidarity with regard to pay-as-you-go social security systems has to be considered in two dimensions – intragenerational and intergenerational. Using the method of generational accounting, this article shows this tension between intra- and intergenerational solidarity. The aim is to address decision-makers in social policy and to contribute to a transparent discussion of the concept of solidarity.
