This article provides a comparative analysis of the ‘third way’ economic and social policy approach of New Labour in the United Kingdom and the Agenda 2010 reform programme implemented by the SPD under Gerhard Schröder in Germany. The study tries to show that a substantial degree of policy-learning can occur between countries if national policy-makers share the same programmatic positions in a policy area and domestic institutions at the same time fail to produce efficient outcomes. The post-2005 renewed divergence between New Labour's focus on further welfare reforms and the SPD's role as the guardian of the domestic welfare status quo however reinforces the importance of domestic path-dependent institutional constraints for policy outcome...
