They applied for and received funds for a study of traffic conditions. The grant was funded by the Federal Highway Administration (FHWA) as part of the Federal Highway Safety Act of 1966, Program Standard 13 11Traffic Engineering Services 1. See Exhibit A-1 in Appendix.
