State Employees vs. Regional and Local Employees. Two Different Worlds - The national civil service and regional and local government jobs represent the largest category of employment in the public sector. Together they include 1 5 % of the jobs and 1 7 % of the wage-earners. However, these figures are much higher in certain regions, for instance in the south of France. These two worlds complement one another with respect to the services they provide and are not directly in competition on the labour market.
