A Gênese da Petrobrás

The objective of the present work is to recover the genesis of Petrobras, based on the debate between Nationalists and Liberals, which took place between 1947 and 1953. It highlights, on the one hand, the hegemony of a nationalist group in favor of creating Petrobras, mainly during the military governments of Getúlio Vargas (1930-1945 and 1951-1954) and Eurico Gaspar Dutra (1946-1950), whose banner was national security and/or national sovereignty and, on the other hand, the liberals opposed to the developmentalist and nationalist project. The forum for this debate was the Military Club in Rio de Janeiro, as the Dutra Government had sent a proposal for changes in the policy of exploitation of natural resources, known as the "Petroleum Statute", to the National Congress, where the political debates took place. As a result of the debates, a new proposal emerged which was called "the O Petróleo é Nosso (Oil is Ours) campaign", when oil became a national issue and had as its proposal the institution of a state monopoly on oil and the creation of Petrobrás to manage the oil activity. After appreciation and approval by the National Congress, the Decree was sent to President Vargas, who signed and materialized the creation of Petrobras and the state oil monopoly in October 1953.O objetivo do presente trabalho é resgatar a gênese da Petrobrás, a partir do debate entre Nacionalistas e Liberais, ocorrido no período entre 1947 e 1953. Destaca-se por um lado, a hegemonia de um grupo de nacionalista, em favor da criação da Petrobrás, principalmente, no período dos governos militares de Getúlio Vargas (1930-1945 e 1951-1954) e de Eurico Gaspar Dutra (1946-1950), que tinham como bandeira a segurança nacional e/ou a soberania nacional, e, por outro lado, os liberais contrários ao projeto desenvolvimentista e nacionalista. Esse debate teve como fórum o Clube Militar, no Rio de Janeiro, em virtude do Governo Dutra ter enviado proposta de mudanças na política de exploração dos recursos naturais, conhecido como “Estatuto do Petróleo”, ao Congresso Nacional, onde ocorreram os debates políticos. Como resultado dos debates, surgiu uma nova proposta que foi denominada de “a campanha O Petróleo é Nosso”, ocasião em que o petróleo se tornou uma questão nacional e, tinha como proposta a instituição do monopólio estatal do petróleo e a criação da Petrobrás para administrar a atividade petrolífera. Após apreciação e aprovação pelo Congresso Nacional, o Decreto foi enviado ao Presidente Vargas, que assinou e concretizou a criação da Petrobras e o monopólio estatal do petróleo, em outubro de 1953
