Unemployment and its halo - For the International Work Office (Bureau international du travail - BIT), unemployed workers must comply with a certain number of strict conditions: the must really look for a job, be available to accept one, and not undertake any other professional activity. In March, 1 986, there were 2,448,000 unemployed workers according to the BIT's criteria. Other persons revolve around this core, forming, in a way, unemployment's halo. Thus, out of the 2,51 8,000 people who claimed to be unemployed when the question was posed, 1 5% were finally not retained in the BIT figure. Inversely, more than 200,000 people who did not immediately claim to be unemployed in fact are looking for work and will be included in the category...
