Règlements de Süleymân Ier concernant le livâ' de Kefe

Mihnea Berindei and Gilles Veinstein, Regulations of Süleyman the First concerning the livâ' of Kefe. The present article deals with unpublished regulations contained in the Istanbul Archives pertaining to certain towns of the Ottoman province of Kefe: Kefe (Caffa), Kerš (Vosporo), Qopa (Сора), Taman (Matriga), Azaq (Tana). These documents given here in facsimile, with their French translation and accompanied by a glossary of technical terms and an index, serve to determine the Ottoman fiscal system in this region. They contain extensive information on taxes, their nature, their amounts, units of measure and means of transport on which such taxes are based as well as information on economic activities on which they bear. This information enabled us to draw up in the introduction a table of commercial currents and of production in this region. This table leads to the conclusion that though under Süleyman the First the Northern region of the Black Sea was no longer the turn-table of international trade as in the times of the Genovese colonies and of Pax Mongolica — a position it had moreover lost in the second half of the XIVth century — it still remained a scene of active trade, noted already at former periods, for numerous local products (cereals, slaves, hides and skins, salt, fish, caviar, etc.) plied between Istanbul, Anatolia, Tatar and Cherkess countries and the Abkhaz coast, in which merchants of Western Europe continued to play a certain part.Mihnea Berindei et Gilles Veinstein, Règlements de Süleymân 1er concernant le livâ' de Kefe. Le présent article est consacré à la publication de règlements inédits des Archives d'Istanbul concernant certaines villes de la province ottomane de Kefe : Kefe (Caffa), Kerš (Vosporo), Qopa (Сора), Taman (Matriga), Azaq (Tana). Ces documents qui sont donnés ici en traduction française et en fac-similé, accompagnés d'un glossaire des termes techniques et d'un index, tendent à fixer la fiscalité ottomane dans cette région. Ils contiennent donc de nombreux renseignements sur les taxes perçues, leur nature, leurs montants, les unités de mesure et les moyens de transport qui leur servent de base, mais aussi sur les activités économiques frappées par ces taxes. Un tableau des courants commerciaux et des productions de cette région a pu être ainsi esquissé dans l'introduction. Le tableau met en lumière que si le nord de la mer Noire ne joue plus sous Süleymân Ier le rôle de plaque tournante du commerce international qui avait été le sien au temps des colonies génoises et de la paix mongole — et qu'il avait d'ailleurs perdu dès la seconde moitié du XIVe siècle — , il reste le foyer d'un commerce actif portant sur de nombreux produits, attesté à des époques antérieures (céréales, esclaves, peaux, sel, poisson, caviar, etc.) entre Istanbul, Anatolie, les pays tatars et tcherkesses, la côte abkhaze, commerce dans lequel les marchands d'Europe occidentale jouent encore un certain rôle à cette époque.Veinstein Gilles, Berindei Mihnea.
