The After-Dams is caracterised by a pharaonic project of development in Senegal river, combined with a landed and administrative reform, to prevent the Senegal from droughts, emigration, traditional laws and a generally underdeveloped situation. However, the Senegal government seems to ignore a major event in the valley : the population organizes itself by conceiving its own model of development in symbiosis with social and historical customs. The emergence of Village Development Associations (V.D.A.) compensates for the lack of rural area equipments caused by the government, and is a response to the human and natural environment degradation.
