Universal basic income : a theoretical analysis in an economic framework

Cette thèse est composée de trois chapitres traitant du revenu universel d’un point de vue théorique. On peut noter de profondes différences entre les propositions de Milton Friedman, Philippe Van Parijs et André Gorz. Le premier chapitre détaille les effets sur le marché du travail d’un changement de système de protection sociale en passant d’une allocation chômage à un revenu universel. Il montre qu’un revenu de base à la Friedman augmente le temps de travail et la probabilité de trouver un emploi. Le revenu net des travailleurs les moins qualifiés diminue et celui des plus qualifiés augmente. Un revenu universel à la Gorz produit les effets opposés. En ce qui concerne les propositions de Van Parijs, l’analyse dépend de l’allocation chômage perçue. Le second chapitre présente le système d’imposition optimal d’un gouvernement instaurant un revenu universel. Les préférences de ce gouvernement peuvent être de trois sortes : utilitaristes, rawlsiennes ou hostiles aux inégalités. Dans les trois cas, le système optimal est décrit par trois équations. La première définit le montant du revenu de base, la seconde le montant de la taxe et la troisième le taux marginal. Peu importe les préférences du gouvernement, au salaire le plus bas taux marginal et taux moyen sont nuls. Pour les autres niveaux de salaires, ces préférences modifient la structure du système optimal. Le troisième chapitre s’intéresse aux décisions liées à l’éducation. Avec un revenu universel, la qualité des études, et donc les qualifications, augmente. De plus, l’investissement des parents augmente pour les étudiants les mieux dotés, mais diminuent pour ceux les moins bien dotés.This thesis is composed of three chapters dealing with a universal basic income from a theoretical point of view. There are profound differences between the proposals of Milton Friedman, Philippe Van Parijs and André Gorz. The first chapter details the effects on the labor market of a change in the social protection system from unemployment benefits to a basic income. It shows that a Friedman-style basic income increases working time and the probability of finding a job. The net income of the least qualified workers decreases and that of the most qualified increases. A basic income à la Gorz produces the opposite effects. For Van Parijs's proposals, the analysis depends on the unemployment benefits received. The second chapter presents the optimal tax system for a government introducing a basic income. The preferences of this government can be of three kinds: utilitarian, Rawlsian or inequality adverse. In all three cases, the optimal system is described by three equations. The first one defines the amount of the basic income, the second one the tax liability, and the third one the marginal rate. Regardless of the government's preferences, at the lowest wage the marginal and average rates are zero. For other wage levels, these preferences change the structure of the optimal system. The third chapter focuses on education decisions. With a basic income, the quality of education, and thus qualifications, increases. In addition, parental investment increases for the most highly endowed students, but decreases for the least well endowed
