Fighting against terrorism in the United States from 1993 to 2012 : an analysis of presidential discourse.

Depuis plusieurs années, le discours sur le terrorisme s'articule au sein de diverses productions académiques, politiques, médiatiques, et culturelles, tout en étant également largement présent dans les conversations quotidiennes et les débats politiques. Le sujet de cette thèse porte sur une analyse du discours présidentiel des États-Unis en termes de lutte et d'actions antiterroristes, dans une période qui s'étend de 1993 (attentat au World Trade Center) pour prendre fin en 2012 (fin du premier mandat de Barack Obama).Le gouvernement américain communique beaucoup sur la nécessité et le côté impératif de ses mesures protectionnistes contre le terrorisme, mais la rhétorique des dirigeants est amenée à changer, évoluer, voire se transformer en fonction des orateurs, de leurs idées et de leurs sensibilités. Cette étude cherchera ainsi à analyser la rhétorique présidentielle afin d'en dégager les procédés discursifs majeurs auxquels le gouvernement a pu avoir recours pour influer sur la perception de ses actions par l'opinion publique et ainsi obtenir la cohésion nationale au sein de sa population.Dans un premier chapitre, nous tenterons de préciser la définition du terrorisme qui nous sera centrale dans cette étude. Nous nous concentrerons sur le terrorisme de la mouvance islamiste et étudierons de ce fait qui sont les terroristes qui s'en sont pris aux États-Unis avec une force et une détermination croissante depuis le début des années 1990. Nous nous questionnerons sur leurs revendications et ce qui mène ces individus à se radicaliser et parlerons également de la place que tient la religion dans le conflit qui les oppose aux États-Unis. Pour finir, nous voyagerons aux origines dudit conflit en mentionnant notamment le problème de l'ingérence occidentale au Moyen-Orient.Dans un second chapitre, nous tenterons d'étudier l'influence de ce type de terrorisme sur la politique étrangère étatsunienne et sur la façon dont le gouvernement a choisi de lutter contre celle-ci, en dressant un portrait de la politique antiterroriste de chaque président dont nous étudierons ensuite les discours, en s'attardant sur les évènements clefs de leurs présidences.Dans un troisième chapitre, nous reviendrons sur la définition du discours politique et du discours politique sur le terrorisme, et seront présentés les outils d'analyse choisis pour l'étude du corpus. Nous étudierons les différentes stratégies discursives employées en politique pour agir sur l'audience à travers des exemples concrets directement issus des discours constitutifs de notre corpus, dont le choix et les procédés de recherche et de sélection seront expliqués à la fin de ce même chapitre.Enfin, dans un quatrième et dernier chapitre, seront présentés les résultats de cette recherche, à travers d'abord une illustration des trois grands types de discours majeurs ayant été répertoriés dans les orations étudiées (discours de guerre, discours de réunion, et discours anxiogène). Puis nous entrerons dans une analyse discursive plus précise de chaque président, en tentant de mettre en lumière quelles sont les stratégies discursives les plus utilisées pour tenter de capter et de convaincre l'audience, de lui présenter la situation, et de lui faire accepter les politiques et mesures mises en place dans la lutte contre le terrorisme. Nous étudierons ensuite les différentes constructions narratives qui se dégagent des discours présidentiels sur le terrorisme ainsi que les raisons et visées de leur emploi, et suivrons par un bref tour d'horizon sur la réception médiatique du discours sur le terrorisme pour terminer par une étude de l'impact du terrorisme et du discours politique qui en découle sur la population, en nous questionnant sur la pérennité de la cohésion obtenue à travers l'usage de celui-ci auprès de l'opinion publique.For a number of years, various forms of academic, political, cultural, and media production have acted as mediums for discourse on terrorism, which remains widely present in daily conversation and political debate. The subject of the present thesis will focus on an analysis of presidential discourse in the United States in terms of antiterrorism initiatives, over a period stretching from 1993 (the first attack on the World Trade Center) up to 2012 (the end of Barack Obama's first term).The American government often communicates the necessity and urgency of its protectionist anti-terrorism policies, yet the rhetoric of its leaders is molded, evolves, and transforms depending on the speakers, their positions and their sensibilities. The present study will therefore seek to analyze presidential rhetoric so as to extract and identify the main discursive strategies upon which the government may have relied in order to hold sway over the public's perception of its actions and thus obtain national cohesion.In the first chapter, we will attempt to outline a definition of terrorism which will then be a central element throughout our study. We will focus on Islamist terrorism and will therefore study those terrorists who acted against the United States with severity and growing determination since the beginning of the 1990s. We will examine their demands and what pushes these individuals to become radicalized. In addition, we will discuss the role of religion in their conflict against the United States. Lastly, we will explore the origins of said conflict, including the interference of Western powers in the Middle East.In the second chapter, our focus will shift to the influence of this type of terrorism on the foreign policy of the United States and on the way in which its government chose to fight against it, by creating a detailed picture of the antiterrorism policy of each president whose speeches we will then analyze. Special attention will be given to landmark events of their presidencies.In chapter three, we will take a close look at the definition of political discourse more broadly as well as that of the political discourse around terrorism. The methods of analysis used for our corpus study will then be laid out and explained. We will analyze the various discursive strategies practiced in the political sphere to act upon audiences by using concrete examples extracted directly from the constituent speeches in our corpus. In the end of the chapter, we will expound upon the research and selection methods which were used to compile the speeches which constitute our corpus.Lastly, in the final chapter, we will present the findings of our research. This will be done firstly by illustrating the three main categories of discourse indexed in the speeches here studied (war discourse, unification discourse, and fear-mongering discourse). The following section will consist of a more precise analysis of the discourse of each president, while attempting to shed light on which discursive strategies are the most frequently used to captivate and convince audiences, present them with explanations, and make them accept measures and policies put in place in the context of the fight against terrorism. Next, we will study the different narrative constructions which can be extracted from the presidential speeches on terrorism as well as the reasons for and objectives of the use of these strategies. We will follow with an overview of the media's reception of the discourse around terrorism, which may carry over to the general populace. We will conclude by examining the longevity of the national cohesion obtained through the use of this discourse
