From survey materials this study try to outline some factors explaining the polish failure. The rural polish commune, a new territorial and administrative unit founded in 1973, is a suitable level to observe the important part of power in economic and social country life. As a framework for agricultural policy, the rural commune is the seat of cooperative organisations which supervise the activity of individual farms. Conflict between rural society and power have one's origine in bureaucratic management of the local system, in the inefficiency of state controlled cooperatives, and in the negative result of territorial restructuration.
