Abstract : The impact of a new international highway on the development of cross-border areas in the Puna Andes. The Puna Andes are generally described as marginal territories of the countries that share them, but how are the different regional administrative levels in these countries reacting to the development of a cross-border highway ? This paper shows that some actors are making the most of such a project to strengthen their own strategies. For some, isolation is seen as a territorial resource, while for others it is considered more of a drawback. For the Puna community of Argentina, the new road does not appear to be linked with any collective local initiative. The road would therefore help create a new hierarchy between local actors, determined largely by their ability to use the infrastructure to strengthen their own territorial identity.Résumé : Les Andes de la Puna sont généralement décrites comme un territoire marginal par rapport aux Etats qui la partagent. Comment les différents niveaux territoriaux réagissent-ils à un aménagement transfrontalier routier ? On cherche ici à montrer que certains acteurs instrumentalisent le projet pour renforcer des stratégies propres, au sein desquelles l'isolement apparaît comme une ressource. Pour d'autres en revanche, l'isolement est vécu comme un handicap. Enfin, sur les plateaux andins de l'Argentine, le nouvel aménagement ne suscite aucune mobilisation locale. La route tendrait donc à établir une nouvelle hiérarchie entre acteurs territoriaux, selon leur capacité à l'utiliser dans la confortation de leur identité territoriale.Petit Jérôme.
